The base for all elements in a layer diagram.

	Description	Get/set the description.
	Id	Gets the unique identifier of this element.
	IsDeleted	Check whether this element has been deleted.
	Name	Get/set the unique name.
	Properties	Gets a string dictionary that you can use to store arbitrary data with each ILayerElement.
