	CreateCustomTypeDescriptor(ICustomTypeDescriptor, ModelElement)	Overridables for the derived class to provide an ICustomTypeDescriptor (that doesn't need to be an ElementTypeDescriptor). Base implementation simply calls CreateTypeDescriptor() to create an ElementTypeDescriptor.
