This IOCTL returns the debugger from IOCTL_VBRIDGE_GET_RX_PACKET.

The VMINI driver calls this I/O control via the KernelIoControl function.

  [in] Set to IOCTL_VBRIDGE_GET_RX_PACKET_COMPLETE.

  [in] Pointer returned by IOCTL_VBRIDGE_GET_RX_PACKET.
