Using Copilot for Foundry SharePoint Tool

I'm trying to build a solution based on this feature:

However, it's not clear to me what's the minimum Microsoft 365 Copilot license needed to perform even little feasibility experiments.

Of course with no license it returns 403 unauthorized (as said in the guide).

I know that both developers and end users need to have a license, but it's not clear to me which is the minimum one to make this work.

Can someone help?
