Can't Access Notes in Teams Meetings.

We have two Teams meetings, each with around 45 participants.

For the first meeting, nobody is able to see the meeting notes/agenda. The error message is, "You don't have access to the meeting notes"

For the second meeting, we are only able to see the notes after a specific user has joined the meeting. Same error message for everyone until that user joins. The Loop component for this meeting is stored in this user's OneDrive.

Both are organized by our "Company" equipment resource. I have tried adding co-organizers, editing the meetings with the "Company" resource, but no luck.

Any suggestions?
