Stuck In An Endless Support Loop

I can't sign into my hotmail account due to too many attempts, which were someone else's attempts to get into my account. I use two-step verification, but that had also had too many attempts. I waited 'until tomorrow', ie 24 hours, and then tried again. Verifying via an alternate email isn't working, neither is a trusted phone.

Going to the official Microsoft site sends me to 'log-in helper', which verifies that my account is locked (I know, that's why I'm using the helper) and tries to send me back to the same locked out verification methods. No email I can contact, no number, and clicking 'I want to talk to an agent' just sends me back to the helper search function at the beginning.

    Clear cookies and cache in your browser, then close and reopen the browser and try again.

    Try a Private/InPrivate window in Microsoft Edge. If your account has a secondary alias (additional sign-in email/phone), try signing in with that alias instead of the primary one.

    Test on a different network (for example, a mobile hotspot). If possible, you can also temporarily use a VPN just to test whether the issue is network-related.
