New Windows 11 PC, can't log in to set it up. Requested help from Microsoft Support multiple times. All I get from Support is that problem has been resolved .

I would like to set up a new Windows 11 PC. Turn on new pc, it updates OS, then it says log in to Windows to continue setup. It will not let me log in using any method. How do I actually get Technical Support from Microsoft? My password lets me login to my Windows 10 PC, but I get a message "Your account or password is incorrect" attempting to log in to the new Windows 11pc. Just used up my second day of attempts and am again informed I must wait until tomorrow to try again. I have tried to set up Authenticator, but it sends a code to my Authenticator to use to set it up - which can't be used since it's not set up. I have been using Windows on an almost daily basis since the beginning of Windows. When I fill out the form to get technical support, I get a message that my problem has been resolved within seconds - no support given, no resolution of problem. Again, I am directed to try again tomorrow since I have used all of my requests for today - none of which were addressed or given any response. When I reboot new pc, it updates, then continues where it left off. Which so far has left me stuck. How do I get out of this loop?
