Cannot access Team Project Source Control Settings

We are using Azure DevOps and we have custom check-in policies that were created years ago. We are currently seeing the following message in Visual Studio when attempting to check in changes:

When I click on More info, it sends me to this page:
https://learn.microsoft.com/en-us/azure/devops/release-notes/2025/sprint-254-update#tfvc-check-in-policies-changes
Which tells me to "open Settings -> Team Project -> Source Control -> Check-in Policy"
However, when I try to open that in Visual Studio, I get:

I am already a Project Administrator and have all permissions set to "Allow". Even the person who created the project gets the same message. I can open the settings in Visual Studio for other projects. It appears something is messed up with the permissions in this project only.
