I have Microsoft 365 Premium. I am not receiving MS Designer credits at all!!!!

How do I get credits for MS Designer??? My subscription is paid up every month and still no credits!!! It is the only reason I signed up for MS 365 Premium. What do I do to get credits for MS Designer. I use a Windows PC only. I need help. I am not getting what I thought I paid for. Thank you.
