when I try to use onedrive it says it is not licensed, but according to my account the status is licensed

my office365 business account has 5 users for onedrive and one of them which displayed licensed on the administration/user page states it is licensed but when I try to use that account it comes up as unlicensed. How do I fix the status, already tried the stupid suggestions.
