Thank you for outlining the issue. I’ve reviewed it and here’s what you need to know.
Currently, the approving moderated emails is not supported in the Outlook desktop app for macOS. This capability is available only in the Outlook desktop app for Windows and in Outlook on the web.
I’m happy to share that Microsoft has announced that moderation approval will soon be supported across all Outlook clients, along with approval message consolidation. The rollout began in early March 2026 and is expected to complete by late April 2026 for Worldwide and GCC environments.
Please note that Actionable Messages are not yet supported in GCC High or DoD environments, so those environments will continue using the legacy voting‑button method for the foreseeable future.
While this update is still rolling out, the most reliable option for macOS users is to approve moderated messages through Outlook on the web. This platform fully supports the moderation workflow even when the user is working on a Mac.
Below are the steps your user can follow in Outlook on the web:
Note: Outlook on the web uses the newer Outlook interface, which is visually similar to the New Outlook desktop experience.
Step 1: Make sure the browser is up to date. Clearing the browser cache is recommended to avoid issues caused by outdated data. They can also consider using Microsoft Edge, although this is optional.
Step 2: Go to office.com, sign in with the work account > Apps > Outlook.
Step 3: Locate the moderation request email. It will indicate the sender and the moderated distribution list. Open the message in the reading pane.
Step 4: Within the approval request, the Approve and Reject options will appear. The user can open the attached copy of the original email if they need to review the full content before taking action.
Step 5: Select Approve to release the message to recipients or Reject to block delivery. When the message is approved, the original sender will not be notified; when rejected, a non‑delivery notice is sent back to the sender.
After approval, the message is released from the Exchange arbitration mailbox and delivered. If several moderators exist, one approval is usually enough.
