    Hi!

    Welcome to Microsoft Q&A forum.

Can you help me clarify when you say " Home Page/New Tab page changes frequently" when was the last time that it worked fine? Can you recall any changes before this happened?

When was the last time that you have ran a Full Scan using Defender? (most common issue arise similar to your symptoms due to malware/virus)

Perform the following steps in Microsoft Edge on Windows 11.

    1. Stop the new tab/home page from changing and customize it
    2. Select Settings and more (⋯) in the top-right corner.
    3. Select Settings.
    4. Go to Start, home, and new tab page (or On startup on some builds).
    5. Under startup options, choose what Edge shows when it opens (for example, Open a new tab or Open these pages and define a fixed page). This prevents unwanted changes to the startup/home behavior.
    6. In the same page, find the New tab page section and select Customize.
    7. In the customization window, choose the options wanted for Page content and Page layout. This locks in the preferred layout for new tabs.

    Alternatively, from a new tab:

    1. Click the Settings (or Page Settings) icon at the top of the new tab page.
    2. Choose the preferred page layout, background image, quick links, and other options.
    3. Choose the “Focused” layout
    4. Open a new tab.
    5. At the top of the new tab page, select Settings / Page Settings.
    6. Under Page layout, select Focused.

If using the first-run experience (for a new profile):

    1. When prompted to “Pick the feed you’d like to see,” choose Microsoft 365 or Microsoft News.
    2. Move to the layout options and select Focused.
    3. Confirm to apply.
    4. Clear or control items that keep reappearing (blocked sites, feed items)

If unwanted content keeps appearing on the new tab page:

    1. Open a new tab and select Settings / Page Settings.
    2. Scroll to Quick links and Show feed and adjust:
      • Turn off or hide Quick links if tiles for sites keep reappearing.
      • Turn off or limit Show feed if news/content tiles are unwanted.
    3. To reset personalization cookies that drive content:
      1. Go to Settings and more (⋯) > Settings > Privacy, search, and services.
      2. Under Clear browsing data, select Choose what to clear.
      3. Set Time range as desired.
      4. Check Cookies and other site data.
      5. Select Clear now.
    4. Prevent background preloading of the new tab page (optional)

If the new tab page seems to change or load content unexpectedly:

    1. Go to Settings and more (⋯) > Settings > Start, home, and new tab page.
    2. Turn off Preload your new tab page.

These steps give a stable new tab/home configuration and allow selecting the Focused layout while reducing or removing recurring content tiles.
