This looping behavior is often caused by corrupted session cookies in your browser, which can confuse the sign-in process and continuously send you back to the start. To get this resolved, I recommend trying the following steps:
Solution 1: Use an Incognito or InPrivate Window
If you are using Google Chrome or Microsoft Edge, press Ctrl + Shift + N on your keyboard (or Cmd + Shift + N on a Mac). This opens an "Incognito" or "InPrivate" window. Go directly to outlook.live.com. If you can access your account successfully this way, it confirms that the issue is tied to your regular browser's saved data.
Solution 2: Clear Corrupted Cookies and Cache
To fix the issue permanently so you can log in normally, you will need to clear out the bad data.
- Go back to your browser window.
- Press Ctrl + Shift + Delete (or Cmd + Shift + Delete if you're using a Mac).
- In the Clear browsing data window, set the Time range to All time.
- Select Cookies and other site data and Cached images and files. (You can leave browsing history and passwords unchecked.)
- Click Clear data.
