Try these steps in order:
- Force a shutdown and restart
- Press and hold the power button for about 20 seconds, until the Surface turns off and the logo screen disappears.
- Keep holding until the Windows or Surface logo appears again, then release the power button.
- If Windows still does not boot past the flashing logo, continue below.
- Disconnect accessories and retry
- Unplug all USB devices, SD cards, external monitors, Type Cover, Surface Dock, and any other accessories.
- Connect the original Surface power supply and charge for at least 15 minutes.
- Press the power button once to turn it on and see if it now passes the logo screen.
- Boot from a USB recovery drive and reset
If the device still will not boot, use a USB recovery drive to repair or reset Windows:
- On another PC, create a Surface USB recovery drive as described in Creating and using a USB recovery drive for Surface.
- Shut down the Surface.
- Insert the USB recovery drive into the Surface.
- Press and hold the volume-down button, then press and release the power button.
- When the Surface logo appears, release the volume-down button.
- Follow the on-screen instructions to repair or reset Windows from the recovery environment.
- If Windows still will not start If the device remains stuck at the logo screen even after attempting a USB recovery/reset, service is likely required. Use the service options to check warranty, create a service order, or find an in-person service center.
