We have a Windows Server 2019 Standard OEM license that was previously activated on one of our physical servers. Due to certain issues, we deactivated the license and formatted the server.

When attempting to reactivate the same license key on the same server, we are receiving the following error message:

Error: 0xC004C003 – The activation server determined that the specified product key is blocked.
