Open Command Prompt as Admin and type: start ms-settings:
Does it open?
If not, open Command Prompt as Admin and type:
sfc /scannow
Once completed then type:
DISM /Online /Cleanup-Image /RestoreHealth
Settings will not open on my surface laptop
