I have a personal hotmail account that I can not log in to

I have been unable to access my hotmail account [Moderator Note: Personal Info Removed]@hotmail.com. It keeps saying my account is blocked and I do have 2 factor authentication methods active. The first time it asks me to complete 2 factor I send it to another personal email that I use more regularly and I receive the 6 digit code. Then it asks me to verify a second method by completing the last 4 of my phone number. Which I do correctly, however it says that method can not be used currently and then I am stuck there unable to get any further in account recovery. Please assist.
