hi! I need help how to fix this. I think i've tried everything already but nothing works.

Shut down completely > Press and hold Power button for 20 seconds> Release it > Wait 10 seconds > Turn it back on
If that doesn’t work, do the deeper reset:
Shut down > Hold Power + Volume Up together for 15–20 seconds > Release.
Wait 10 seconds.
Download Drivers and Firmware:
Download drivers and firmware for Surface
Control Panel > Power Options > Choose what the power buttons do > Change settings currently unavailable > Uncheck Turn on fast startup > Save > Restart
still nothing works. this is what i found when i check the device manager.
Surface Serial Hub Driver has warning sign. and it says..
This device cannot start. (Code 10)

Have you checked in UEFI?
Shut down.
Hold Volume Up
Press and release Power
Keep holding Volume Up until UEFI screen appears.
Now check:
Does touch work?
Does keyboard work?
Is battery percentage visible?
If things already malfunction in UEFI → it's hardware.
If everything works normally in UEFI → Windows/firmware corruption.
Download official drivers and firmware for your device.
If driver reinstall does nothing, do a full recovery image.
This rewrites Surface firmware stack properly.
If all the above fixes fail then it may indicate motherboard power controller failure.
I think I've checked the UEFI already. anyway, I'm going to check it again to make sure before doing the Recovery. thanks though, I'll update you the progress

Well, thanks for the photo.
Inside Surface UEFI → Management tab and I can see Zero-touch UEFI Management options. That means UEFI is loading correctly, which is actually a good sign 👍
Motherboard firmware is alive.
UEFI interface works.
So, the issue is very likely Windows driver/firmware corruption, not a dead board.
Generally, this problem is fixed by reinstalling the full Surface driver and firmware package. If you have already tried this then another option is left: Do a full Surface Recovery image.
Before that try a small fix, which often fixes.
Open Device Manager > Expand System Devices > Right-click Surface Serial Hub Driver > Click Uninstall
Restart
