License type – Perpetual vs Subscription
Payment structure – Upfront vs Annual billing
A SQL Server Standard 2022 – 2 Core License Pack is typically perpetual when purchased under traditional volume licensing programs. In that case, the license does not expire, but Software Assurance (SA) benefits (such as upgrade rights) may only last for the 3-year coverage period.
However, the wording “3 year billed annually” is commonly used in subscription-based CSP offers, where the customer commits to a 3-year term and pays each year. In that model, the usage rights end when the term ends unless it is renewed.
To determine which one applies in your case, it would be best to confirm with the distributor the exact Microsoft SKU or licensing program (for example: CSP Subscription, CSP Perpetual with SA, Open Value, etc.).
This will clarify whether the license is perpetual ownership with 3-year SA or a 3-year term subscription.
