Additional settings-related features and issues within Microsoft Teams for business

I understand how critical it is to get the Microsoft Teams Phone Resource Account licenses provisioned for your call queues and auto attendants. As a Billing Admin, you should typically have access to purchase services, but the reason you aren't seeing the "Marketplace" tab likely comes down to a recent interface update or specific billing account permissions.
There are three primary reasons why you might not see the "Marketplace" tab in the Microsoft 365 admin center:
- Interface Renaming: Microsoft recently updated the navigation. In many tenants, the Marketplace tab has replaced the old Purchase services tab. If you don't see "Marketplace," look for Billing > Purchase services; they are functionally the same.
- Billing Account Role: While you are a "Billing Admin" at the Entra ID (directory) level, you might not be assigned as a Billing account owner or contributor on the specific billing account. This is a common gap that prevents the "Buy" options from appearing.
- Reseller Restrictions: If your organization purchases licenses through a Partner or a Cloud Solution Provider (CSP), the ability to buy directly from the Marketplace may be disabled by default to prevent billing conflicts.
I recommend following these steps to locate the tab and the specific license you need:
Step 1: Check "Purchase Services"
If "Marketplace" is not a top-level item in your left-hand menu, expand the Billing section.
- Go to Billing > Purchase services.
- Search for "Microsoft Teams Phone Resource Account".
Note: These licenses are often $0.00, but you still must "buy" them to add them to your tenant.
Step 2: Verify Billing Account Permissions
If the page is blank or gives an error, a Global Admin needs to grant you specific billing account rights:
- Go to Billing > Billing accounts.
- Select the account and go to Edit billing account roles.
- Ensure your user account is listed as a Billing account contributor.

Step 3: Alternative: Purchase via Teams Admin Center
If the main admin center is still giving you trouble, you can sometimes trigger the acquisition through the Teams-specific portal:
- Go to the Teams Admin Center.
- Navigate to Voice > Resource accounts.
- Click Add. Sometimes, if you lack a license, the portal will provide a direct link to "Buy" or "Acquire" the necessary Resource Account license.
