There is currently a widely reported problem adding and removing devices on the Microsoft account online, this is a server side issue Microsoft need to fix.

Ensure you log into the new device using your Microsoft account, then in the Settings App, enable the 'Location Services' setting for all apps and also enable the 'Find my Device' setting, your device will then get linked to your account online, it may not happen immediately, but it will happen.,

I notice you posted your question on the Microsoft 365 forum, are you experiencing any problem installing Office on the new device.

To change your device and activate your Windows license on a new PC, you need to ensure that your digital license is linked to your Microsoft account. If your previous PC is out of order and you are having trouble activating Windows on your new device, here are some steps you can take:

    1. Sign in with the Same Microsoft Account: Make sure you are signed in to your new PC with the same Microsoft account that was used on your previous device.
    2. Check Device List: Go to your Microsoft account online and check if your old device is still listed. If it is, you may need to remove it to help with the activation process.
    3. Use the Activation Troubleshooter: Navigate to Settings > Update & Security > Activation, and use the Activation Troubleshooter to help resolve any issues.
    4. Contact Microsoft Support: If activation still fails, consider reaching out to Microsoft Support for assistance, as they can help you reassign your license to the new hardware.

Keep in mind that if your previous license was upgraded via a free upgrade, it may not be transferable to a new device anymore, as some loopholes have been closed regarding license transfers.
