Usar tarjetas de desarrollo en Surface Pro 11

Tarjetas de desarrollo no se ven reflejadas al conectarse a Surface Pro 11, ya instalé drivers para USB-TTL, use un cable de datos, las tarjetas sirven, y revise en todos los apartados del administrador de dispositivos y simplemente no estan en ningun lado.
No hay puertos COM y LPT, y si agrego hadware heredado solo crea un "falso" dispositivo.
Ya probe todo en mismas condiciones con otro computador y no da problema.
Este problema existe en diferentes tarjetas de desarrollo, Arduino, ESP32, etc
