Facing Issue driver power state failure 0x9f

my new pc is 1 months old. yesterday electricity was cut suddenly and my pc turned off then came back within 1sec and my pc was restarting itself but again the electricity was cut and i just turned it back on today. when i turned it for the first time it was stock in the logo of aorus motherboard i restarted then it started working but there were lots of problems:
while restarting it showed driver power state failure 0x9f or after some uses

couldn't control the rgb and ram wasn't showing in gigabyte software
even while shutting down the fans were stilll running with ram lights on the cpu temperature is at 65C
pc feels slow

even settings takes time to load

i tried running chkdsk from powershell by using it as administrator but said access denied

how to fix this issue?
