Additional chat-related features and issues within Microsoft Teams for business

Thank for the detailed description. Since your Teams works in the browser and other tabs work in the desktop app, but only the Chat tab fails, this often points to a local client/cache issue or a desktop-specific connection path rather than a general account outage.
Usually, when you're running into this issue, you can try the following steps:
1/ Clear Teams cache

Please ensure to delete all files from the Cache, blob_storage, databases, GPUCache, IndexedDB, Local Storage, and tmp folders.
2/ Repair Microsoft Teams
- Go to Windows Settings > Apps > Installed apps
- Find Microsoft Teams, select the ⋯ menu > Advanced options
- Choose Repair and follow any prompts
- Restart Teams and verify whether chats are working
3/ Reset Internet options
Internet Options affect how Windows and apps connect to the internet.
- Open Internet Options (search for “Internet Options” from the taskbar)
- Go to Advanced > Restore advanced settings > Apply > OK
- Relaunch Teams and check if the error persists
4/ Contact Microsoft Support:
