Uninstall PhoneLink and recheck the issue.
Stuck with PhoneLink
My Surface Pro 9 was working perfectly until yesterday. When I try to go to the internet I get a message that Chrome or Bing or Edge or whatever now requires me to connect with PhoneLink which I don't want to do. If I do I have to work with a small phone-sized screen. I tried disabling PhoneLink but it made no difference. Any idea what is happening and what I can do about it? Thank you.

In some cases, Windows features like Phone Link may start handling web links and affect how pages open. Here’s what I recommend trying in this case:
Open Settings > System> System components, then locate Phone Link in the list. Select Advanced options, click Repair, and if the issue continues, click Reset. Once complete, close all browser windows and reopen your browser to test.
Restart your Surface Pro 9 once after completing to ensure Windows reloads the correct browser and display settings.
After this, websites should open normally in full desktop view again.
