According to your description, I understand you're trying to access a Teams meeting transcript and recording after the 90-day expiry. Unfortunately, once the recordings and accompanying transcripts reach the 90-day retention limit without being saved or extended through appropriate policies, they typically are deleted permanently from OneDrive or SharePoint.
By default, Teams meeting recordings and transcripts are configured to automatically expire based on your organization’s policy. Once the expiration date is reached, the file is moved to the Recycle Bin of the meeting organizer’s OneDrive (or the associated SharePoint site for channel meetings). During this recycle‑bin retention period, the meeting organizer or co‑organizer may still be able to restore the recording.

If the recording or transcript has already been permanently deleted from the Recycle Bin, it can no longer be recovered or accessed by end users unless your organization has a retention policy in Microsoft Purview that preserved the file for compliance purposes.
At this stage, we recommend contacting the meeting organizer or your IT administrator to confirm whether the recording can still be restored or whether a retention policy applies.
