This error means the tenant itself has been blocked due to long-term inactivity, as the Q&A Assist has mentioned.
Once blocked, actions like password resets, MFA changes, or using InPrivate mode will not help. To resolve this, a Global Administrator must contact Microsoft Support to request reactivation. If the tenant has been inactive for too long, reactivation may not be possible and creating a new tenant will be required.
