Based on the issue description as well as provided screenshots. Well! The "Installation ID unable to be validated" error probably triggers because the automated system can not bridge the gap between a 2025 digital entitlement and a 2022 installation.
The following are some suggestions you can try in an attempt to fix this error.
- Check current license / channel / activation status using the command slmgr.vbs /dlv which will show license channel (OEM / Retail / Volume), partial key, activation status.
- If you already have a valid Server 2022 product key (downgrade key). Installing it and try online activation slmgr.vbs /ipk <YOUR-2022-PRODUCT-KEY> then slmgr.vbs /ato
- If the system still refuses activation and you see the “installation ID unable to be validated” / phone failure. Try the phone activation flow by pressing Win+R, run slui 4, pick your country and call the Microsoft Activation Center number shown. Follow the automated prompts and, if needed, ask to escalate to an agent and explicitly state you are exercising OEM Downgrade Rights from a Windows Server 2025 OEM license.
Please note: In cases you do not have a Server 2022 key/media. For OEM licenses, Microsoft’s guidance say you must request downgrade media/keys from the OEM vendor (the server/PC vendor). Microsoft will probably not hand you OEM downgrade keys directly. OEMs provide downgrade kits or keys (some vendors provide “downgrade media” or a kit).
