External Guest User Blocked from Accessing SharePoint Folder Due to Sign-In Risk

An external (guest) user is attempting to access a shared SharePoint folder but receives the error shown in the screenshot. Which tenant is responsible for clearing the sign-in risk on the user account the hosting tenant (my tenant) or the guest user’s home tenant?

The error message in the screenshot indicates that the guest user’s home tenant is responsible for resolving the issue, but the guest user tenant admin claims that the problem is on my side.

    To ensure the user can successfully access your tenant, I recommend that the IT administrators from both tenants review any risk activities or risky user alerts. Please follow these steps:

    1. Sign in to Microsoft Entra ID.
    2. Navigate to Users > All Users, then locate and select the affected user.
    3. Choose Dismiss user risk. User's image

    Alternatively:

    1. Sign in to Microsoft Entra ID as a Security Operator.
    2. Go to ID Protection > Risky users.
    3. Select the relevant risk activity and choose Dismiss user risk. User's image

    From the guest user’s home tenant:

    The IT administrator can:

    1. Generate a temporary password for the user.
    2. Require the user to reset their password.
    3. Ensure completion of MFA/2FA.
