Azure‑based verification requires the country to be in Microsoft’s supported list, and if Saudi Arabia is missing or temporarily unsupported for this specific verification flow, you will not be able to complete the phone verification step.
Use another verification method Microsoft recommends switching to an alternate method such as an email address or authenticator app when SMS isn’t available.
Avoid VOIP numbers VOIP numbers are not supported for verification. A mobile number is required.
Wait and retry later If Microsoft temporarily blocked verification for your region due to unusual activity, the issue could resolve automatically after some time
You can try to use another phone number to check whether to issue persists or not.
