Thank you for raising this question. After reviewing the feature and running tests across multiple accounts and devices (including desktop and mobile), I can confirm what Ruwim.B mentioned earlier: Microsoft Teams does remember the last background setting you applied.
This means If you set your background to Blur during a meeting, Teams will keep that setting for all subsequent calls until you manually change it. You do not need to reapply the blur effect every time you join a meeting, just make sure you set it once, and it will persist.
