Microsoft is a mess. I keep getting told "looks like you've been signed out. Sign in again. Every time i do, i get the same message. I also can't access the support page; it says access denied. I don't know if this is caused by my using a vpn or if I've been hacked

The VPN could be the cause of the problem. Try to disable the VPN and then check if you can access the support page normally.
Another possible cause for this problem is a corruption of the browser cache. Clearing the browser cache should fix the problem.
1-Open the browser then press Ctrl+Shift+Delete
2-Change the time range to "All time"
3-Check all options then click on the Clear button.
4-Relaunch the browser and check if the problem is fixed
