Good day!
Are you using a C++ project? I guess this project needs platform toolset Visual Studio 2012 (v110), so that it requires the Visual Studio Build Tools 2012.
If so, you may need to install Visual Studio 2012. Visual Studio 2012 provides the corresponding toolset.
One thing to note is that Visual Studio 2012 is end of support. Only the DVD version of Visual Studio 2012 is available(from the official website) and it’s for paid level subscriptions.
If you really need the Visual Studio 2012, please try to sign in here: Visual Studio Subscriptions with a valid paid level subscription, search, pick and download the corresponding version of Visual Studio 2012.
