NDIS handles all Plug and Play and power management IRPs on behalf of NDIS-WDM miniport drivers. Therefore, NDIS-WDM miniport drivers should respond to Plug and Play and power management OIDs, based on device capabilities, as described in Power Management for NDIS Miniport Drivers.
